This is an assignment to document a 3.5-hour portion of Chicago City Council’s 2025 budget process. During this meeting, the Committee on Finance is expected to and vote on how they’ll fund the proposed budget using property taxes, bonds and other sources of revenue like fines and fees.

You have the option of documenting this meeting in person or remotely.

If you choose to attend in person, an additional hour will be added to your total assignment hours. Please note that there may be increased security and restrictions; use a clear bag if possible and leave large water bottles, thermoses and pepper spray at home.   • Applicants who completed 2025 budget season training on Oct. 21 or 22 will receive an extra hour of pay on each assignment they submit.
  • New this year, we are capping departmental budget hearing assignments at 3.5 hours (plus 2 hours outside work). Please take note of the time slot indicated in the assignment title. You will be paid for the full 3.5 hours regardless of whether the meeting starts late or a break occurs, but you should conclude your coverage when the end of your shift arrives. In the event that a meeting runs past the end of the afternoon shift, we will assign someone to take notes on the remaining portion. More details here

Despite the late start, there's a good energy in the room. A lot of folks showed up & during the public comment section several speakers spoke on behalf of Chicago City Council’s 2025 budget, urging the council to pass the new budget.

I've reported on many Finance Committee meetings over the past year. I've listened to them discuss ordinances & work on drafting this budget for a long time. ---- But I have never seen the committee so divided like I I did today.

A substitute ordinance was passed; amending Municipal Code Titles 3, 4, 9, & 10 which relates to revenue derived from certain taxes, fines & fees & authorizing the levy of real estate taxes for Fiscal Year 2025. @chicityclerk

@chicityclerk In discussions leading up to vote on the budget, there was some opposition amongst the aldermen on the committee. The energy in the room felt a little uncomfortable. Ald. Lopez & Ald. Reilly spoke the most vocally in opposition of the budget.

@chicityclerk Meeting adjourned at 10:10am. This concludes the City Council Committee on Finance meeting. The next committee meeting hasn’t been announced yet TBD. However, the next regular City Council meeting is tomorrow Wed, Dec 11th at 10:00am. @ChiCouncil
