2nd Police District Council; consent decree

Council member Alex begins meeting at 6:33 with speaker meanwhile the other two council members get here

Nokia Neal director of free therapy program for coffee hip-hop and mental health (CHHAMH) talks about her non profit which pairs people to therapist for a couple of sessions. They also organize community events.



6:40 - Neal wraps up and Alex speaks more on why he invited this organization, he says he believes mental health is public safety.


The meeting is called to order at 6:43 with all council members present.

Next item is approval of the minutes. Council member. Alex says they will be voting on the minutes from their August, September and October meeting as well and recognizes that it’s in violation of their bylaws which says they need to approve them within 60 days.

Julia decides to abstain from the August and October vote because she was not present. The minutes for August, September and October are approved.

Public comment 1: and attendee stands up to talk about the consent decree. He says he has been a victim and adds that corruption doesn’t only exist within the police department. He says he wants to get involved with the council because of his community connections.

Next item on the agenda is standing reports. Begging in with council member Alex.

Council member Alex says a group of council members created sub working groups. Hell be leading accountability and transparency sub working group. Going forward they will have 3 quarterly meetings and a Yearly meeting.

Alex says Council members also met with the mayor and he voiced he’s support for the PDC. He says they will be providing updates on the change of the arbitration chicagoreader.com/news-politics/…

He addresses an ongoing investigation on CPD detective that’s been accused for posting racist content. He ends with a shout out to a community that organized an event to inform community on the PDCs and CCPSA

Julia says an attendee on zoom commented that they wanted to make a public comment. Alex addresses the zoom and tells them to text or email Council member Kline with their comment.

Council member Julia Kline gives her updates. She names the different events she has attended to network with community and other elected officials.

In regard to the OFP contract has attended meetings with lawyers and other organizations. Says that current contract has a clause that would allow to bypass police board and would allow for private arbitration.

Regarding the consent decree Kline says she submitted public comment saying that they need to implement a restorative justice regarding police officers themselves.

Julia reads Betsy Ruben’s public comment. She writes, that on halloween CPD harassed someone parked on their street. She says that they event’s left but they sped away.

Council member Ephraim Lee, with the nominating committee gives his updates. The committee has been working on gaining input from the community for the commissioner nominations. He has a worksheet outlining a rubric for community members to fill out.

Council member Lee gives his own input on why the commission is important and why community engagement is important. He says the commission is needed to allow the community to bring CPD under the supervision of the city. He emphasizes the commission is not anti police

Lee says that they have tried to go into the 2nd police district roll call to meet with officers but have not been able to he says they’ve been “buffed.”

Damon with the CCPSA says he can connect the council members with the 2nd district commander so they can meet and begin from there.

Council member Lee ends by speaking on how the police department has related to community in the past and brings it back to the rubric for the commissioner nominations.

For new business council member Kline says she would like to have a discussion about having the commander to hold a press conference to speak on police allegations.

Council member Alex suggest holding a special meeting to speak on it. Kline insist on speaking on it now. Damon suggests that Kline write something up and they will look into it. Kline says she’ll add it to the next meeting agenda.
