The Chicago Police Board is an independent civilian body that decides disciplinary cases involving CPD officers and nominates candidates for Police Superintendent. At the last Chicago Police Board meeting (tweeted by @britahunegs for @CHIdocumenters), members dealt with some technological issues and nominated three candidates for the full-time police superintendent position.

Ghian Foreman, Board President, calls the meeting to order at 7:30 pm. Everyone is in attendance. The board has a moment of silence to honor Thomas Johnson, a hearing officer for the Chicago Police Board, who’s death is currently being investigated.

When the Civilian Office of Police Accountability Chief Administrator and the Superintendent don’t agree regarding officer discipline, the case is referred to the police board. Member Paula Wolff reviewed a case involving an officer who entered a residence without a warrant.
Acting Superintendent David Brown speaks to the board. “I think you serve a vital function,” he says. “I look forward working to working with you.”
The meeting has moved to the public comment period. Jennifer Edwards speaks first. She says calls to police have decreased because of social distancing orders. She hopes the decrease in calls will not result in a decrease of police presence in the 3rd and 6th districts.
June Norfleet and Matt Brenn (please excuse potential misspellings) want the CPD to help advance the message of staying healthy. I believe they are with Communities Organized to Win. They ask the CPD to make sure people are adhering to the stay at home orders.
A man calls himself CPD Transparency. “I lost faith recently in the Chicago Police Board,” he said, regarding the 2017 case of Sgt. Khalil Muhammad. Muhammed shot then-18-year-old Ricardo Hayes, an unarmed, autistic man.

He says the public should beware of Chicago police officers, comparing the CPD uniform to the surgeon general warning on a pack of cigarettes. Maggie Hickey, the CPD independent monitor, is the only person who can be trusted, he says.

That concludes public comment, and the meeting is adjourned at 7:55 pm. The next regular public meeting of the Chicago Police Board will be Thursday, May 21 at 7:30 pm. It is unknown at this point if it will be an in-person meeting or another audio conference meeting.
