A quorum has been met. Alds. Clay and Mosley have requested to attend the meeting by remote under the provisions of Rule 59 due to unrelated circumstances. Ald. Dowell made the motion to approve the alderman's request and it was approved.

Mr. Jose of Chicago Construction News, a newly formed group of Latino contractors, expresses support of Psi Quantum (an American quantum computing company based in California). He believes the project will revitalize South Shore, which has struggled with crime, drugs, & violence.
Maria Degrino, an attorney with DLA Piper representing the application Chicago 8080 LLC--a vacant site. It was previously home to US Steel Works from 1857-1992. The project proposes to redevelop the site into a quantum and micro computing park.
Aldermen Chico and Mitchell, who spearheaded the zoning change for tech development on the southeast side emphases that they hear the community's concern and it will not be "business as usual." The community will be involved and will receive the benefits of jobs.

Ald. Taliaferro goes to state the ordinance would allow private property owners to contract with billboard companies for revenue w/out costing Chicago--it's a unique program to generate income through digital signs on the expressway that will aid in the city's revenue shortage.
A Mr. Rhode expresses concerns about potential harm to city revenue streams from digital billboard program incl. the potential for competition with JCDecaux network system that could drive down prices and doesn't see how that benefits the city.
Ald. Taliaferro hopes the digital sign ordinance will be brought back in 2025 for further discussion.
