Commissioners discussed multiple city land sales to developers and community organizations, including entering into a land sale agreement with Grow Greater Englewood

@city_bureau @CHIdocumenters The meeting has officially been called to order by Chairwoman of the CDC, Gwendolyn Hatten Butler.

@city_bureau @CHIdocumenters The first item on the agenda is to approve the minutes from the meeting on Oct. 10 in compliance with the Open Meetings Act. The minutes have been approved.

@city_bureau @CHIdocumenters The commission is now looking to approve a proposal from the Department of Housing to sell a property in the MADISON/AUSTIN REDEVELOPMENT PROJECT AREA in Ward 28 in the W. Garfield Park neighborhood.

@city_bureau @CHIdocumenters Developers are looking to buy the building for residential uses with 44 units. They are requesting $10 million in TIFF money from the Madison/Austin Tax Increment Financing Redevelopment Project Area.

@city_bureau @CHIdocumenters This would be a 100 percent affordable housing project on a city-owned vacant lots. The address is 4531-33 W. Washington Blvd. The location is in a low to moderate incomes area of the city in need of new developments.

The development GMA, architecture, consultant and law firm are all BIPOC owned and focus on community development and equitable housing.

The project will also be financed by bonds and loans. Here is the financing breakdown:


Ald. Irvine (Ward 28) is now commenting on the project. He said this project is "necessary and needed" in the neighborhood.

Secretary Grace Chan McKibben asked what the relationship is between the church supporting Care Manor (the group involved in the project). According to Care Manor spokesperson, the goal of the church is to be a church without walls.

This church already helps in the W. Garfield Park community through food services, after school activities for children and more.

The cost per square foot of the project is $393.47. No commercial space will be in the building. The project is projected to be 64,664 square feet.

All commissioners have asked questions. The floor is now open to public comment.


Next item of business: The Department of Housing is looking to negotiate a redevelopment agreement with Ogden Commons JV LLC for redevelopment of the property located at 1312 S Talman Avenue in the Midwest Tax Increment Financing Redevelopment Project Area (Ward 28).

This project is part of the larger Ogden Commons redevelopment plan in the Lawndale neighrbood. The goal is to create 300+ units of mixed income housing.

This specific development will include 75 mixed income units along with a fitness center, children's play areas and more. The land is currently owned by the Chicago Housing Authority.



The request: $9 million in TIFF grants, or 23 percent of the full development costs.


Ald. Irvine is in favor of the project. He said the residential development will be useful for workforce and affordable housing.


The residential portion of the project is expected to be around 68,000 square feet.

The project is connected to Mt. Sinai hospitals. They are one of the development partners, as well as the Habitat Project.



Next item: Department of Housing seeking authority to advertise intention to enter into a City Lots for Working Families land sale and redevelopment agreement with Homan Housing, LLC for the disposition of a property in the Midwest TIF division.

Addresses: 3303 W Flournoy Street; 3431-33 W Flournoy Street; 3517 W Flournoy Street; and 3553 W Lexington St.



The development in the E. Garfield Park community area meets the goals of the Midwest TIF.

In 2021, the median income in E. Garfield Park was $25,692. The city still own 177 parcels with this type of zoning in E. Garfield Park.


Homes will be built to reflect the architectural fabric that already exists in the neighborhood. Here are sketches of what these homes could look like:

Ald. Scott of Ward 24 is in favor of the project. The goal is to "bring back the residents" to E. Garfield Park. "This is a project that I truly support, and we need 3,000 more of these projects because Lawndale sits on 3,000 vacant lots."

The homes will be build in a factory on the 4100 block of Polk and delivered and installed on the slabs.

Buyers are required to live in the homes for five years after buying. They will be subsidized if families cannot afford the homes at how much they are worth.



Next item: Department of Planning and Development’s intention to enter into a negotiated sale with JD Housing LLC for the disposition of the property located at 4741 S. Indiana Avenue in the 47th/King Drive Tax Increment Financing Redevelopment Project Area.


No zoning changes will be needed for the project and the project is located near the 47th Green Line stop.


JD Housing LLC already owns the parcels north and south of the city lot, and hopes to use the three parcels to build the two buildings.

The residential units will be for-profit and set at market price. The goals are to provide new housing for a historically disinvested neighborhood. Ald. Dowell (Ward 3) has written a letter in support of the project.

No commissioners or members of the public had questions or comments. The item is being called to a vote.


Next item: Dept. of Planning and Development intention to enter into a land sale with Kildare Block Club Association, for the disposition of the property located at 1256 S. Kildare Avenue in the Ogden/Pulaski Tax Increment Financing Redevelopment Project Area.

This sale will be for open space and has Ward 10 aldermanic support from Ald. Chico.

The site is currently zoned RT4. Here is the Kildare Block Club's proposed budget:

This will be one of the only public gathering spaces in the neighborhood. The lot is already fenced. Ald. Scott supports the project.

The Kildere Block Club is a non-profit in good standing. They have articles of incorporation, and will be responsible for taxing and maintenance. Kindere works heavily with My Block My Hood.

The Kildere Block Club is already maintaining the lot, even though it is owned by the city.


CORRECTION: The project is in Ward 24 not Ward 10, and approved by Ald. Scott.


Next item: Request authority for Department of Planning and Development’s intention to enter into a land sale with SCMASC NFP, for the disposition of the property located at 3109 E. 92nd Street in the Commercial Avenue Tax Increment Financing Redevelopment Project Area.

This is another open land sale in Ward 10 and has Ald. Chico's support.

This parcel is currently zoned C1-2. It is currently vacant and was acquired by the city in 2002.

The South Chicago Mexican American Social Club (SCMASC) owns the property next to the parcel. It is very close to the Metra.

The plan on putting in some landscaping, but mainly want to keep the lot open as a plaza for social events.


The SCMASC wants to replace the current fence to ensure no one wanders onto the Metra tracks from the property.



Final agenda item: Dept. of Planning and Development intends to enter into a land sale with Grow Greater Englewood Inc, for the disposition of the property located at 7027-29 S. Princeton Avenue in the 67th/Wentworth Tax Increment Financing Redevelopment Project Area.

This is another community garden in Ward 6 (Greater Grand Crossing) and has approval from Ald. William E. Hall.

There is already a garden operating on the lot and has been maintained by Grow Greater Englewood. They want to formalize the garden. More info on GGE: growgreater.org
